Critérios para avaliação das políticas de financiamento da Educação Básica: uma revisão de escopo

Résumé

Cet article identifie les critères adoptés pour évaluer les formules et politiques de financement de l'éducation de base à travers une revue de portée et compare les principaux critères trouvés dans les études analysées avec ceux présents dans la formule de financement de l'éducation de base brésilienne. Dans 44 études recensées, neuf critères ont été identifiés : équité, adéquation, efficacité, responsabilité, intégrité, coûts administratifs, démocratie locale et sensibilité aux conditions locales. La législation liée au financement de l'éducation de base au Brésil est vaste et, bien qu'elle n'adopte pas toujours les concepts utilisés dans la littérature académique, elle traite des questions liées aux principaux critères identifiés, dont beaucoup proviennent de la littérature internationale. Enfin, l'article présente les implications de l'étude pour les politiques publiques de financement éducatif.

Atualmente, é professor do curso de Ciências Contábeis no Centro Universitário Sul-Americano (UNIFASAM) e desenvolve pesquisas sobre financiamento da educação básica.
